The freedom to imagine, create and distribute diverse cultural expressions free of governmental censorship, political interference or the pressures of non-state or private actors is as is known facing growing pressure. Freedom of expression and freedom of artistic expression, the extent of independence artists obtain to create art freely is one of the key issues for democracy.

Not only the freedom to ignoring the conventions or rules that normally govern the art in which an artist works, but engaging in a free exchange of ideas and stimulating critical thinking, drawing out ideas and underlying presuppositions are to be guaranteed in general and in artistic areas of activity in particular.

Taking part in cultural life and accessing artistic and free expressions are rights of citizens, individuals and collective societies.
